Enacts the "two percent is two percent property tax cap act" relating to the formula for the real property tax cap.
Relates to annual teacher and principal evaluations; provides that in the event that a new evaluation system has not been adopted in accordance with the recommendations of the committee of experts as set forth in subdivision sixteen of section 3012-d of the education law by September 1, 2021, the date for compliance with the provisions of subpart E of part EE of chapter 56 of the laws of 2015, shall be suspended until such time that a new evaluation system is enacted.
Increases the jurisdictional limit from $3,000 to $5,000 for justice courts.
Provides that bills which have reached order of third reading but which shall not have been acted on by the house before the end of the first year of the two-year legislative session shall maintain its place on the order of third reading until the house shall act on such bill or until the end of the two-year legislative session unless such bill shall have been amended, in which case such bill may be referred back to a standing committee for reconsideration; sets forth exceptions for budget bills, bills requiring a home rule message, constitutional amendments and bills requiring a fiscal note.
Relates to the award of competitive civil service status for the spouse or children of military service persons killed in the line of duty.
Exempts a homeowner from any tax increases when installing a solar energy system on their home.
Changes the date fire district votes take place; gives the local board of elections control over fire district elections.
Relates to advertising for bids and offers; letting of contracts; raises the aggregate amount for sealed bids above the current levels for commodities from $20,000 to $80,000 and public works from $35,000 to $125,000.
Includes uniformed members of the special investigation unit of the New York city housing authority in the definition of peace officer.
