Provides for any city, town or village in the state of New York to control the town speed limits.
Elevates the offense of killing a police work dog or police work horse from being a class E felony to a class D felony; and establishes the class E felony of injuring a police work dog or police work horse for intentionally causing serious physical injury to a police work dog or police work horse while such dog or horse is performing its duties under the supervision of a police officer.
Authorizes local school districts and municipalities to determine and establish school speed limits.
Repeals certain provisions relating to the issuance of securing orders to conforming changes, time limits for a speedy trial, establishing new criminal discovery rules, certain resentencing by operation of law, reducing certain sentences of imprisonment for misdemeanors to three hundred sixty-four days, requiring reports on the use of force, requiring the establishment and regular updating of a model law enforcement use of force policy suitable for adoption by any law enforcement agency in the state.

Authorizes imposition of life imprisonment without parole sentence for persistent violent felony offenders upon conviction of a violent felony offense when such person has previously been subjected to two or more predicate violent felony convictions.
Relates to dimensions and weights of vehicles.
Enacts Carlos' law; relates to crimes involving the death or injury of a worker; establishes higher fines for corporations who commit such crimes; establishes the crimes of endangering the welfare of a worker in the third, second and first degrees.
