Provides for a corporate franchise tax check-off and a personal income tax check-off for taxpayer gifts for diabetes research and education; establishes the diabetes research and education fund.
Increases the number of grand jury stenographers in Orange county; permits them to reside in an adjoining county; directs that their compensation be fixed by the county budget.
Creates the New York state school resource officer program for school districts outside of New York City; requires retired police officers be certified by the department of education to become school resource officers; allows retired police officers employed as school resource officers to carry a firearm on school grounds given an appropriate license; relates to the earnings limitations for retired police officers employed as a school resource officer.
Relates to persons designated by a general hospital to identify infectious disease processes, conduct surveillance and epidemiologic investigations, and develop plans to prevent and control the transmission of infectious agents within general hospitals.
Relates to municipal corporations within counties having a population of between three hundred thirty-five thousand and three hundred forty thousand, or with a population of one million or more, according to the last decennial census.
Provides for the licensing of professional and clinical music therapists encompassing the assessment, evaluation, and the therapeutic intervention and treatment of mental, emotional, developmental and behavioral disorders through the use of music.
Creates the empire state digital gaming media production credit for a taxpayer which is a digital gaming media production entity engaged in qualified digital gaming media production, or who is a sole proprietor of or a member of a partnership, which is a digital gaming media production entity engaged in qualified digital gaming media production; creates the empire state digital gaming diversity job training development fund; requires the empire state development corporation to file a biannual report with the director of the division of the budget and the chairpersons of the assembly ways and means committee and the senate finance committee; makes related provisions.
Requires each certificate of death to also be filed with the board of elections for the county in which the registrar is appointed and to mail a copy of the death certificate to the department of health and the board of elections in the county in which the person resided at the time of death.
