Requires a three-year moratorium on unfunded mandates from the legislature; invalidates legislation that does not contain a detailed fiscal note identifying a funding source for certain costs to a political subdivision; restores the mandate relief council.
Sets aside two hundred fifty million dollars to be awarded on an annual basis for training programs for first responders, emergency medical technicians, advanced emergency medical technicians and law enforcement officers, to be distributed evenly among all regions of the state.
Requires a parent, guardian or person in a parental relation to a child under the age of eighteen to be physically present when any immunization is administered to such child.
Relates to the definition of elevated blood lead levels; provides that elevated lead levels means a blood lead level greater than or equal to 3.5 micrograms of lead per deciliter of whole blood or such lower blood lead level as may be established by the department of health pursuant to rule or regulation.
Requires members of the legislature, legislative employees, statewide elected officials, or state officers or employees to apply to the joint commission on public ethics for approval before entering into any book deal or contract; requires the disclosure of information pertaining to such book deals or contracts in the required financial disclosure form and on the joint commission of public ethics and legislative ethics commission websites.
Expands the investigative authority of the attorney general to investigate the alleged commission of sexual misconduct, sexual harassment, sexual abuse or sexual assault with respect to statewide elected officials, members of the legislature, employees of the legislature, state officers and employees, candidates for statewide elected office and candidates for the senate or assembly.
Provides that where the governor suspends provisions relating to approval of certain contracts by state agencies, the comptroller shall review emergency contracts above a set threshold amount and submit a report to the chairs and ranking minority members of the senate finance committee and the assembly ways and means committee on such emergency contracts, noting any concerns and recommendations, within fourteen days of the submission of such emergency contract.
Prohibits qualified immunity for public officials; authorizes attorney general enforcement; provides that statutory immunities and statutory limitations on liability, damages or attorney fees do not apply to such claims.
Prohibits persons from holding an elected civil office if convicted of a state or federal felony while holding such civil office.
Provides that any private and secretly recorded conversation with a government official, in which partial transcripts are released, shall be released in full, including, but not limited to, any and all audio or video recordings of such recorded conversation.
