Establishes a commercial driver's license (CDL) class A young adult training program for qualified 18-20 year olds; provides for the repeal of the act if any federal agency or court determines that the act would render the state ineligible for receipt of federal funds.

Authorizes the town of Orangetown, county of Rockland to discontinue certain park lands; authorizes such town to convey such lands to the county of Rockland for the purpose of such county completing roadway safety improvements, including the replacement of a structurally deficient bridge and channel realignment in order to reduce flooding in such area.
Makes the falsification of COVID-19 vaccination records a crime as part of computer tampering in the third degree which is a class E felony.
Authorizes pharmacists to provide immunizations which are recommended by centers for disease control and prevention to patients eighteen years or older.
