Grants a total exemption from real property school tax for property owned by a person seventy-five years of age or older, or owned by spouses or siblings if one such person is seventy-five years of age or over, provided the owner has no children in the school district and has resided in the district for 30 years or more.

Relates to first responders, including correction officers, coming into contact with saliva by spitting, throwing, tossing, or expelling from or by an individual.

Requires all public school districts, charter schools and non-public schools in the state that participate in the national school lunch program or school breakfast program as provided in the national child nutrition act to serve breakfast and lunch at no cost to the student.

Enacts the "home utility weatherization jobs act"; requires each gas corporation, electric corporation, or combination gas or electric corporation to submit to the public service commission for review and approval at least one and up to ten neighborhood scale weatherization and electrification-ready projects.

Establishes the office of census counts and provides for its powers and duties and the New York state census counts commission and provides for its powers and duties; establishes the offense of impersonation of a census enumerator; makes an appropriation therefor.
