Relates to annual reporting requirements of the state long-term care ombudsman; requires additional information to be contained in the state ombudsman's annual reports to the governor, state legislature, etc.; requires an additional annual report to be submitted to the attorney general on instances of abuse, neglect and exploitation, for review and possible enforcement action.

Relates to the dispensing of self-administered hormonal contraceptives; authorizes a licensed physician and a certified nurse practitioner to prescribe and order a non-patient specific regimen to a pharmacist licensed and located in the state for the dispensing of self-administered hormonal contraceptives.

Prohibits professional misconduct charges against health care practitioners on the basis that such health care practitioner, acting within their scope of practice, performed, recommended or provided reproductive health care services for a patient who resides in a state wherein such reproductive health services are illegal.

Requires a health care provider who administers an immunization to a person nineteen years of age or older to report such information to the department of health or to a regional health information organization unless such person objects to such reporting.

Authorizes the commissioner of general services to transfer and convey by a 99-year lease certain unappropriated state land to the Sing Sing Prison Museum; requires the department of corrections and community supervision shall enter into a management agreement with such museum that would include, but not be limited to, requirements for operating such museum, the ongoing needs of the Sing Sing Correctional Facility with regard to safety and security, and a description of the property boundaries for the leased property and easement; makes related provisions.

Requires the creation and imposition of restrictive commercial practices and stringent recordkeeping and reporting to prevent gun sales to individuals with a criminal record; provides that such measures shall be promulgated by the superintendent of state police; restricts premises of sales; requires employee training; prohibits straw purchases; imposes additional license conditions; requires reporting on a seized or recovered gun to the criminal gun clearinghouse.

Establishes the crimes of making a threat of mass harm and aggravated threat of mass harm.

Prohibits medical malpractice insurance companies from taking any adverse action against an abortion or reproductive health care provider who performs an abortion or provides reproductive health care that is legal in the state of New York on someone who is from out of the state.

Enacts the "freelance isn't free act"; provides for the payment of freelance workers as independent contractors, including requiring written contracts; timely payment of compensation and handling controversies relating to payment, complaint procedures, and penalties; excludes construction contracts.

Requires clinical experience for certain mental health practitioners and other mental health professionals; allows such practitioners to make assessment-based treatment plans; makes related provisions.
