Authorizes school districts to establish an insurance reserve fund in an amount and manner determined by a qualified and independent actuary certified by the American Academy of Actuaries to be reasonable and necessary.
Requires school districts to provide educational and support services to students with disabilities until such students turn twenty-three years of age.
Requires electric companies to provide alternative measures to ensure customers with documented need for essential electricity for medical needs have access to electricity during power outages; requires electric companies to provide generators or lodging for such individuals and transportation for medical devices.
Requires the inclusion of diversity and inclusion training in the basic training and pre-employment course curricula for state police officers and municipal police officers and sheriffs, members of fire departments and companies, corrections officers, first responders, emergency medical technicians and advanced emergency medical technicians.
Authorizes the commissioner of motor vehicles to establish gift cards for distinctive and special number license plates.
Prohibits a person from operating a motor vehicle with children under the age of 8 in the front seat in most cases; makes limited exceptions.
Requires electors to vote for the presidential and vice presidential candidate who were nominated by the political party that nominated the presidential elector.
Requires all officers and employees in the executive and legislative branches to complete mandatory sexual harassment prevention training on an annual basis; expands ethics training requirements for members of the legislature and legislative staff.
Provides that the public service commission shall commence a rulemaking proceeding to set minimum requirements regarding the rights of customers with life-saving equipment that electric corporations shall adhere to at times preceding and for the duration of an electric service disruption; defines terms; makes related provisions.
Directs the education department to study, review and report on the placement of the county of Westchester in the Hudson Valley region for purposes of public school foundation aid, and the appropriateness of placing such county in the Long Island/New York city region for such purposes.
