Provides that restaurants may provide single-use plastic straws to customers when explicitly requested by the customer; prohibits single-use plastic stirrers.

Requires the inclusion of certain information in fiscal notes in retirement bills and on bills affecting political subdivisions; provides that fiscal note measurements shall be made in units of money, personal services, equipment, or any appropriate, convenient or accessible units and measurement.
Prohibits public officials from using, or soliciting or permitting the use of, the name, voice, picture or other likeness of a candidate or a family member in publicly funded disseminations of material or information.
Provides for mandatory training for treasurers of political committees once every three years; requires treasurers to complete such training within forty-five days after first being appointed; requires the state board of elections to provide such training in any method it determines, as well as a web-based format; makes related provisions.
