Recognizing June 13, 2026, as Dragonfly Day in the State of New York

Maddy summaryThis bill designates June 13, 2026, as Dragonfly Day in New York to raise public awareness about the importance of dragonflies as indicators of wetland health. The resolution highlights how dragonflies help control mosquito populations and serves as a symbol for the need to protect wetland ecosystems from pollution and development. It emphasizes that healthy wetlands provide essential services like flood control and water filtration, urging the state to support nature-based solutions for climate resilience. The bill does not create new laws or funding but aims to encourage greater public attention on preserving these critical habitats.

Relates to the definition of tidal wetlands

Maddy summaryThis bill updates the legal definition of tidal wetlands to explicitly include areas within the marine and coastal district. By amending the Environmental Conservation Law, it clarifies that these wetlands encompass specific features like banks, salt marshes, and swamps that border or lie beneath tidal waters. The change ensures that lands currently or formerly connected to tidal action in this district are recognized under the existing wetland protections. This adjustment affects how environmental regulations are applied to these specific coastal areas without altering other parts of the law.

Relates to deer management permits; repealer

Maddy summaryThis bill allows the state to issue special deer management permits in the northern zone, enabling hunters to take one additional deer beyond their regular license limit until December 31, 2027. The legislation authorizes the environmental conservation department to create rules defining specific areas within the northern zone where these permits apply. It also repeals an existing provision that previously restricted similar permit issuance in that region. Hunters in the northern zone would be directly affected by this change, while the department gains flexibility to manage deer populations in balance with available habitat.

Relates to actions arising out of consumer debt

Maddy summaryThis bill redefines "consumer debt" in New York law to include personal, family, or household financial obligations (like credit cards, medical bills, or standard loans), excluding mortgage-backed debt and rent arrears. It updates court procedures by requiring Spanish/English notices for debt cases, standardizing venue rules (where cases must be filed), and setting a strict 3-year deadline for filing lawsuits. The law directly affects consumers with personal debt and creditors seeking repayment, clarifying legal terms across multiple statutes. Key provisions replace outdated "consumer credit transaction" language with consistent "consumer debt" references throughout civil court rules. The bill does not change debt collection practices but streamlines court processes for these cases.
