Establishes the open data law requiring the office of information technology services to establish an open data website and requiring covered state entities to publish certain data on such website.

Authorizes bail for principals charged with aggravated cruelty to animals.
Requires child day care centers, family day care homes, and any child day care provider notify the municipality in which they intend to operate of their intent to request such a license or registration provided such child day care center, family day care home, or child day care provider is located within a city with a population of one million or more.
Relates to making contractors, subcontractors, and substantially owned-affiliated entities that have been debarred under the Davis-Bacon Act (40 U.S.C. 3144) ineligible to bid for or be awarded public works contracts.
Requires the approval of the legislature for certain proposed rule changes relating to civil or criminal penalties, fiscal liability or responsibility, costs due by state residents, and changes to education curriculum.
Enacts the "regulatory fiscal accountability act of 2023"; requires every proposed rule, authorized by law and having a fiscal impact in excess of ten million dollars, to be approved by a two-thirds vote of each of the appropriate legislative committees; requires proposed rules and executive orders affecting political subdivisions to include fiscal notes.
Relates to the continuation of death benefits to a surviving spouse regardless of remarriage.
Provides that any special act school districts established pursuant to Chapter 566 of the Laws of 1967 shall be held harmless from any reduction in tuition revenue or any tuition rate calculation and/or rate reconciliation arising out of intake closure or limits on the entry of new student placements.
Directs the secretary of the senate and the clerk of the assembly to identify the date of Asian Lunar New Year; declares such day as a public holiday each year.
Directs the office of children and family services to develop and post a list of eligible substitute day care staff who can be used by a child day care provider in a time of need.
