Enacts the "act to reveal the truth about COVID-19 in nursing homes"; authorizes and directs the state inspector general to contract a firm or academic entity to conduct a statistical analysis on the spread of COVID-19 in nursing homes.
Requires local child protective services to notify appropriate military personnel when a member of the armed forces is the subject of a report of child abuse or maltreatment; allows military law enforcement personnel to inquire of local child protective services whether any member of the armed forces is the subject of an indicated report on file with the statewide central register of child abuse and maltreatment.
Enacts the "Invest in New Yorkers Act" in relation to the effectiveness and fairness of the personal income tax rate by eliminating the state's current tax recapture system which unfairly penalizes people who work and earn more money moving them into a higher tax bracket.

Enacts "Jessica Lunsford act" relating to enhancing the class A-II felony of predatory sexual assault against a child by expanding the acts to which such offense applies; establishes a mandatory sentence of 25 years to life term of imprisonment; requires electronic monitoring of inmates upon release from prison.
Restricts the public display of tobacco products and electronic cigarette advertisements and smoking paraphernalia near public libraries.
Designates a portion of the state highway system as the "Detective Brian Mulkeen Memorial Highway".
Requires school districts to provide educational and support services to students with disabilities until such students turn twenty-three years of age.
Preserves New Yorkers' freedom of choice in health care.
Relates to establishing requirements for residential health care facilities during a state disaster emergency involving a disease outbreak; requires the department of health to issue guidance regarding precautions and procedures to maintain health and safety; establishes residential healthcare facility reporting requirements.
