Prohibits the taking of horseshoe crabs for commercial and biomedical purposes

Maddy summaryThis bill prohibits the harvesting of horseshoe crabs in New York State for both commercial and biomedical uses, with limited exceptions for bona fide scientific or educational purposes. It achieves this by amending existing environmental laws to explicitly exclude horseshoe crabs from the regulations that allow other crab species to be taken under specific permits. The legislation also prevents the state department from creating any new management rules that would permit the harvest of these crabs. While the bill passed the Senate and was delivered to the Governor, it was ultimately vetoed and tabled.

Requires wireless communication method service providers disable services to stolen wireless phones

Maddy summaryThis bill, known as "Detective Brian Simonsen's Law," requires wireless service providers to stop services for stolen mobile phones. It mandates that carriers maintain programs to block devices identified as stolen on the GSMA block list, which is a shared industry database. Additionally, the law obligates carriers to report the unique identification numbers of newly stolen phones to this database and to suspend service immediately upon receiving a verified report from a customer. These measures aim to prevent the use of stolen phones on networks while ensuring stolen devices are tracked across the industry.

Repeals paragraph 9 of subdivision a of section 26-405 of the administrative code of the city of New York, relating to hearings regarding biennial maximum base rent adjustments

Maddy summaryThis bill removes a specific requirement from New York City's rent regulations that mandated public hearings on biennial maximum base rent adjustments. By repealing this section of the administrative code, the legislation eliminates the procedural step where rent control boards must hold these specific hearings before approving rent increases. The change directly affects the administrative process for setting rent limits, allowing the city to adjust base rents without convening these particular public meetings. The law takes effect immediately upon signing and alters how rent control decisions are formally reviewed by city officials.
