Establishes a civil cause of action for employees who are subjected to an abusive work environment; employers shall be vicariously liable for such work environment.

Relates to requiring the use of project labor agreements for large scale construction projects under the state university construction fund; provides an exception to such requirement may be granted; provides that the fund may require every contractor become party to a project labor agreement.
Requires the commissioner of health to promulgate regulations requiring that the addition of, decertification of, or changes in the method of delivery of perinatal services by a general hospital be subject to an application under article 28 of the public health law that requires review and approval by the council.
Requires liability insurance for owners of firearms, rifles and shotguns.
Authorizes electronic submission of absentee ballots.
Authorizes a city of one million or more to remove the cap on the floor area ratio of certain dwellings being converted from non-residential to residential units; requires that no less than 40% of such units remain affordable for those who are below 60% of the area median income; requires certain labor standards in converting such units; prohibits conversion of floor area ration under certain circumstances.
Directs the department of transportation to issue a report on the distribution of state highway funding by region and to develop a formula for future distribution; requires the commissioner of transportation shall cause to be performed an evaluation of the preventative maintenance of state highways and bridges in each department of transportation region; makes related provisions.
Updates the definition of sexual intercourse to include contact between the penis and the vagina or vulva, and contact between a foreign object and the vagina or anus, however slight.
Creates a temporary state commission to study and investigate issues affecting reentry of women released from correctional facilities; provides for the repeal of such provisions.
