Enacts the NY privacy act to require companies to disclose their methods of de-identifying personal information, to place special safeguards around data sharing and to allow consumers to obtain the names of all entities with whom their information is shared.

Establishes the minority- and women-owned business protection program to provide grants with funding from the American Rescue Plan Act of 2021 to qualifying entities that have less than 100 employees per location, was in existence in New York state by the first day the state disaster emergency related to COVID-19 was declared by the governor, can document actual economic harm or revenue shortfall as a direct result of the pandemic, and has filed 2018, 2019 or 2020 tax returns.

Renames the Governor Mario M. Cuomo Bridge the Governor Mario M. Cuomo Tappan Zee Bridge; renames the Welcome Center at the Westchester Landing for the Mario M. Cuomo Bridge the Governor Malcolm Wilson Welcome Center.
Relates to obligations of members of economic development entities.
Removes the words "E pluribus unum" from the motto on the arms and flag of the state.
Requires the installation of surveillance cameras with sound capability in public common areas of certain residential facilities, community residences, and residential and day schools and programs.
