Requires pesticide business to submit reports to the department of environmental conservation, which reports shall be in electronic format; changes the annual date by which such department must produce pesticide use and sales reporting data from July first to November thirtieth.
Creates a legislative task force on outdoor environmental education and recreation that will benefit residents of New York state by fostering stewardship and conservation of the environment, and an appreciation of the importance of the wise use of natural resources as well as acknowledgment of the health benefits of time spent in nature.
Provides that residential buildings shall be deemed eligible buildings for the green building tax credit.
Requires the creation of a thirteen member advisory board within the department of agriculture and markets on food safety and inspection programs; such board is to advise, counsel and confer with the commissioner of agriculture and markets on matters dealing with enforcement of laws and regulations regarding food safety and protection and shall make recommendations regarding any necessary statutory or regulatory changes.
Requires that sanitary gloves be changed after handling raw foods, performing tasks that do not involve food preparation or processing, handling garbage and after performing any other work where gloves may have become soiled or contaminated.
Relates to certain application and referral forms for health care plans by authorizing the commissioner and superintendent of financial services to adopt regulations for the renewal of credentialing and re-credentialing of newly licensed health care professionals.
Establishes an Alzheimer's disease outreach and education program for medical and non-medical professionals to promote earlier identification of Alzheimer's and to provide information and other assistance in finding community support for caregivers.
Extends the authority of the city of New Rochelle to impose an additional sales and compensating use tax.
Requires the commissioner of environmental conservation to establish standards for and a program of inspection and certification of green roofs prior to and after installation, including standards for environmentally acceptable chemical fertilizers and the testing of runoff water for evidence of such fertilizers; further establishes a green roof installation tax credit in the amount of fifty-five percent of qualified expenditures with a credit maximum of five thousand dollars.
