Relates to the biological control of Lyme disease vectors; authorizes the department of environmental conservation to suspend any existing authorization for the taking of foxes when the departments of health and environmental conservation certify that the health and welfare of the human population are in danger from Lyme disease in the area.

Provides that the public service commission shall not approve the transfer of cable systems unless the applicant demonstrates that the proposed transferee and the cable television system conform to the standards established in the regulations promulgated by the public service commission, that approval would not be in violation of law, and that the transfer is otherwise in the public interest.
Requires merchants to accept cash as payment for goods and services; permits the superintendent of financial services to provide exemptions based on certain criteria.
Exempts parties liable for failure to obey or enforce certain child protective, domestic relations, or domestic violence orders of protection or temporary orders of protection from limited liability provisions pertaining to non-economic loss and providing for limitation of joint liability.
Relates to sentencing and resentencing in domestic violence cases.
Allows community boards to apply and receive grants for waterfront revitalization programs for coastal areas and inland waterways, in the same manner that local governments currently do.
Relates to notification of rights of victims of domestic violence in criminal and family court proceedings.
Requires companies to allow victims of domestic violence to cancel contracts when there is a domestic violence incident report, a police report, an order of protection or a signed affidavit.
Establishes a time period in which an action to recover damages for injury arising from domestic violence must be brought.
Relates to providing that standardized test scores shall not be included on a student's permanent record; makes such provisions permanent.
