Requires the MTA to hold public hearings prior to certain transportation facility closures; provides that the MTA hold a public hearing on any proposed closings due to construction, improvement, reconstruction or rehabilitation where such facility will be out-of-service for ninety days or longer.

Relates to the description of certain lands to be excepted as necessary for above-ground appurtenances in the village of Mamaroneck.
Provides that component school districts cannot impose a tax levy for their share of the board of cooperative educational services capital expenditures.

Relates to employee human trafficking recognition training and to authorizing the establishment of a standardized human trafficking recognition training program; requires public transportation services to require all employees to undergo a human-trafficking recognition training program established by the division of criminal justice services and the office of temporary and disability assistance in consultation with the department of transportation and the New York state interagency task force on human trafficking.
Prohibits the use of pentachlorophenol with regard to new or existing transmission utility poles or facilities.
Prohibits commercial leases from including a waiver of the right to a declaratory judgment action and states that the inclusion of such a waiver in a commercial lease shall be null and void as against public policy.
