Requires the Rye Country Day School to make the athletic field and track available for rental to public recreation groups for a certain amount of time per year and to provide opportunity of public rental of recreation buildings constructed on the parcel transferred from the thruway authority.

Enacts "Harper's Law" which will require that retailers who sell certain new furniture offer for sale compatible tip restraint devices and post a notice informing consumers of the risk of furniture tipping.
Provides that the board of elections will mail special ballots to victims of domestic violence with sufficient time to cast such ballot prior to the close of polls.
