Relates to calculating an insured individual's overall contribution to any out-of-pocket maximum or any cost-sharing requirement

Requires any third-party payments, financial assistance, discount, voucher or other price reduction instrument for out-of-pocket expenses made on behalf of an insured individual for the cost of prescription drugs to be applied to the insured's deductible, copayment, coinsurance, out-of-pocket maximum, or any other cost-sharing requirement when calculating such insured individual's overall contribution to any out-of-pocket maximum or any cost-sharing requirement.

Defines medical needs for essential electricity and requires certain service providers to have outreach plans for customers with essential electricity medical needs

Defines medical needs for essential electricity as including but not limited to, apnea monitors for infants, cuirass respirators, hemodialysis machines, IV feeding machines, IV medical infusion machines, oxygen concentrators, positive pressure respirators, respirator/ventilators, rocking bed respirators, suction machines, tank type respirators, as well as any medical equipment or equipment necessary for an individual whose diagnosis is likely to be significantly triggered or significantly exacerbated by a continued loss of power that will adversely impact that individual's health.

Requires electric corporations to prioritize restoring services to police departments, fire departments, and ambulance services, when such services are interrupted; prohibits such corporations from charging rate payers a higher rate for extra costs incurred due to prioritizing such services; requires that police departments, fire departments, or ambulance services be registered with the division of homeland security and emergency services for emergency provisions to apply.
