Requires a study and report on the total cost of student assessments and establishes a committee to review content on standardized test items and passages; makes an appropriation therefor.

Relates to prohibiting the sale of child care products containing bisphenol; establishes that beginning on December 31, 2019 no person, firm, partnership, association, limited liability company or corporation shall sell or offer for sale any child care product intended for use by a child three years of age or younger containing bisphenol AF (BPAF), bisphenol Z (BPZ), bisphenol S (BPS), bisphenol F (BPF), bisphenol AP (BPAP) and bisphenol B (BPB).
Enacts "private environmental law enforcement act"; authorizes any private citizen who has an interest which is or may be adversely affected to commence civil judicial actions for injunctive or declaratory relief to remedy environmental harms under certain circumstances; provides that such action may be commenced against any person for any violation of an administrative or court order compelling an investigation or remediation of an inactive hazardous waste disposal site.
Provides that teachers, principals, and superintendents are no longer required to sign confidentiality agreements.

Relates to combat veteran tax credit for entrepreneurs.
Relates to the "Heather D. Heyer act" which increases penalties where a vehicle is used as a weapon in a hate crime and makes it illegal to travel upon a roadway in a vehicle within 1000 feet of a protest.
Requires the parent or guardian of any child entering pre-kindergarten, kindergarten, second or fourth grade to provide proof to school districts including special education schools that such child has been screened for lead.
Prohibits the superintendent from establishing fees for ancillary or discretionary non-insurance services provided by title insurance agents.
Reduces international baccalaureate exam fees the same amount as reductions in advance placement exam fees.
