Establishes training and registration requirements for kidney dialysis patient care technicians; such training shall include clearly defined criteria for annual evaluations.
Provides for the reestablishment of the Westchester Parkway Commission, to advise the commissioner of transportation regarding the operation and maintenance of the special parkways within the county of Westchester.
Provides for the issuance of distinctive "The Westchester Way" license plates for an additional $25 annual fee; provides for the service charge collected to be credited to the department of motor vehicles distinctive plate development fund and the excess of six thousand dollars to be deposited in the "New York state 'The Westchester Way' fund" to be used to promote tourism in Westchester county; establishes the New York state "The Westchester Way fund" to administer such monies, which shall be made available to tourism promotion agencies.
Requires electronic cigarettes and e-liquid products to be sold in separate specific locations where only persons of at least twenty-one years of age are allowed to enter.
Requires the commissioner of motor vehicles to install notification of the thirty-foot requirement on every stop sign; ensures that the required distance established by the law will be posted on any stop sign to forewarn motorists upon approaching a stop sign.
Authorizes the city of Yonkers to establish one or more transportation improvement districts to improve transportation in certain critical areas of the city.
Creates additional state aid for public library systems which merge after January 1, 2022; provides formulas for increased aid based upon the number of library systems which result from mergers and the expanded geographic areas to be served by merged systems; requires a report on the impact of the merger.
Requires insurers insuring property in floodplains to include damages done by wave action or windblown waves and make available to all insureds who reside in single family homes in a floodplain homeowners insurance covering such damage.
Requires forfeiture of vehicles for six months for a second DWI offense and permanent forfeiture and registration denial for the third DWI offense; prohibits the issuance of a new license where there are two DWI convictions where physical injury has resulted from each offense.
Establishes an office of special education services within the state education department to administer programs for children with disabilities to be headed by an assistant commissioner appointed by the board of regents.
