Creates a drug free zone for senior citizen residential grounds

Creates a drug free zone for senior citizen residential grounds by prohibiting the criminal sale of a controlled substance in or near any residential building, structure, facility, community or land contained within any such area, that is occupied or designated for occupancy by persons who are at least 65 years of age; defines such criminal sale as a class B felony; permits certain political subdivisions to place signs in certain highway locations indicating a drug free zone in connection with senior citizen residential grounds.

Requires court-ordered blood alcohol content testing for all drivers involved in fatal and serious physical injury accidents where there is a reasonable cause to believe an alcohol-related offense has been committed; provides exception when seeking court order would unduly interfere with emergency medical assistance or other necessary services at incident scene.
