Decreases the tax rate on gaming revenues from slot machines in facilities in region 5 of zone 2; requires such facilities to report on the use of the retained funds for the creation of new jobs or rehiring laid-off employees.

Establishes the "advanced building codes, appliance and equipment efficiency standards act of 2022"; adds the promotion of clean energy and the implementation of the climate agenda set forth in the New York state climate leadership and community protection act to the state energy conservation construction code; increases the efficiency standards of appliances and equipment by the state energy conservation construction code; increases the energy efficiency standards of appliances and equipment.
Relates to mandatory training curriculum for poll workers; requires the state board of elections to develop and provide to each county materials for a model poll worker training program which the counties may use to train individuals to serve as poll workers in state and county elections.
Makes various provisions regulating equitable siting of environmental facilities; requires environmental impact statements to state whether the siting of a facility will cause or increase a disproportionate burden on disadvantaged communities.
Provides for the sharing of thirty percent of revenue from gaming devices located within the county of Oneida; provides for the sharing of twenty-five percent of revenue from gaming devices located within the county of Madison.
Relates to prohibiting the removal, confiscation or destruction of lottery tickets prior to such game's expiration date.
Prohibits banking organizations from issuing mail-loan checks without request or application therefor; provides that failure to destroy or return a mail-loan check does not constitute an acceptance thereof; provides that mail-loan checks shall have the transaction fee and interest rate included on the check.
Provides that the additional vendor fee for a vendor track located within Oneida county within fifteen miles of a Native American class III gaming facility shall not be forfeited if the track does not maintain the ninety percent full-time equivalent employee requirement.
Enacts the reproductive health care facilities and religious worship access act; provides that the crime of criminal interference with health care services or religious worship shall be established by the mens rea of knowingly injuring, intimidating or interfering with a person obtaining or providing or assisting in obtaining or providing reproductive health services; includes in the definition of such crime engaging in a course of conduct or repeatedly committing acts within twenty-five feet of the premises of a reproductive health care facility; defines such premises; provides for a civil cause of action for any person harmed by conduct constituting such a crime.
Authorizes interactive gaming in the state of New York.
