Prohibits workers compensation carriers from forcing policyholders to cover individuals who are not their employees.
Includes chiropractic services within the definition of "comprehensive health services" for purposes of health maintenance organizations; enables a member of a health maintenance organization to request the services of a chiropractor when the member has an ailment, illness, condition or injury, the treatment for which falls within the scope of a licensed chiropractor.
Provides that the additional vendor fee for a vendor track located within Oneida county within fifteen miles of a Native American class III gaming facility shall not be forfeited if the track does not maintain the ninety percent full-time equivalent employee requirement.
Provides for funding for emergency management services for certain counties with non-operational nuclear power plants.
Directs the department of taxation and finance to study and report on the impact on localities in the counties of Westchester, Putnam and Dutchess of state-owned lands, and the methods of compensating such localities for the real property taxes lost as a result of such state-owned lands.
Relates to video lottery gaming in the counties of Suffolk and Nassau.
Enacts the "omnibus telecommunications reform act"; reforms the competitive cable service; promotes the wide-spread development of high-capacity broadband internet access; increases the availability and quality of services in this key economic development area; ensures the safety, reliability and affordability of telecommunications services.
Relates to charter schools; clarifies the transparency and accountability of charter schools and provides fiscal relief to the school districts where charter schools are located.
Authorizes vehicle registration refunds for the registration period commencing after the first twelve month period of such registration to be refunded on a prorated monthly basis.
Relates to creating a racing fan advisory board to provide advice to the state racing and wagering board on issues related to horse racing and wagering; establishes an I Love NY Racing promotion and the New York State Horse Racing Farm of the Year Award.
