Expands off-track betting to include the five counties comprising the city of New York which shall now be considered part of the Catskill region.

Prohibits the cultivation, processing, distribution and sale of edible cannabis products, flavored cannabis vape cartridges and other flavored cannabis products; prohibits the use of food-related names in the labeling or packaging of cannabis products; prohibits the use of food-related names in the advertisement of cannabis products.
Relates to the disposition of certain revenue with respect to debt incurred in the redevelopment project at Belmont Park racetrack; authorizes the New York Racing Association, Inc. to enter into a repayment agreement with the state of New York for payment of bonds issued by the state for the renovation of Belmont Park.
Provides that for the two thousand twenty-four--two thousand twenty-five school year, the two thousand twenty-five--two thousand twenty-six school year, and the two thousand twenty-six--two thousand twenty-seven school year, surplus funds as used in this subdivision shall mean any operating funds in excess of five percent of the current school year budget, and shall not include funds properly retained under other sections of law.
Precludes a local criminal court from issuing a warrant of arrest based on any simplified information when the defendant has not been arraigned and has not come under the control of the court with respect to the charges in the simplified information; provides that this formerly applied only to simplified traffic information.
Provides that it shall not be an improper practice for a public employer to immediately refer to the appropriate district attorney any issue regarding the alleged improper conduct of a police officer within forty-eight hours of such conduct.
Provides that antitrust laws shall not apply to any joint agreement entered into, in consultation with and jointly approved by the state gaming commission and the attorney general, by or among non-profit associations, thoroughbred racing associations or corporations, harness racing associations or corporations, quarter horse racing associations or corporations and regional off-track betting corporations to coordinate the dates and times under which they will conduct programs of racing and offer pari-mutuel wagering; provides that such laws shall not apply to agreements entered into to sell, transfer, assign or purchase the rights to broadcast, simulcast, electronically transmit or offer pari-mutuel wagering on horse races.
Directs the MTA to establish a half fare rate program for veterans.
