Prohibits unsolicited telemarketing sales calls using an automatic dialing-announcing device to any person in the state during a declared state of emergency or disaster emergency.
Provides for interest to accrue on missed installment payments beginning from the due date of such missed installment payment.
Excludes from state income tax pandemic relief funds received pursuant to Federal Pandemic Unemployment compensation benefits and the federal contribution portion of weekly relief payments under a wages assistance program that is provided as part of the CARES act.
Excludes applicants for a driver's license or renewal who have suffered a loss of consciousness caused by a collision from persons required to submit physicians' statements as a condition of licensing; requires the commissioner to provide a notice of suspension electronically in addition to mailing such notice where the licensee has an active online account with DMV.
Provides an authorized police officer or peace officer the ability to request ambulance service for certain individuals who need emergency admission for immediate observation, care and treatment.
Requires public bodies to post video recordings of open meetings on their websites within five days of such meetings; requires such recordings be maintained for a period of five years.
Requires public bodies to make reasonable efforts to ensure that proceedings of meetings are audible for individuals in person and via broadcast and to provide audio visual equipment as necessary.
Relates to the availability of agency records prior to or at an open meeting; removes the "to the extent practicable as determined by the agency or the department" limitation from the requirement that agencies and departments shall make records available.
Requires the Long Island Rail Road, the Metro-North Commuter Railroad Company, and the New York City Transit Authority establish a no fare program for the transportation of certain active duty, uniform police officers.
Relates to publishing records of public interest by agencies and the legislature on their websites.
