Implements automatic enrollment for the tax abatement program for rent-controlled and rent-regulated property occupied by senior citizens and provides for a check box for a taxpayer to opt-out of data sharing and automatic enrollment on their tax return.

Enhances criminal penalties for criminal mischief and larceny offenses committed at a place of religious worship and for cemetery desecration.
Prohibits public display of tobacco advertisements and smoking paraphernalia within five hundred feet of schools; imposes a maximum penalty of five hundred dollars per violation; exempts tobacco businesses from the prohibition.
Enacts the "New York state federal worker banking assistance act" to require the superintendent of financial services to take into account efforts of banking institutions to modify terms on existing loans, extend new loans with low- to no-interest rates, or the waiving of fees to help furloughed federal employees during a shutdown when assessing the record of such institutions.
Provides for the licensure by endorsement of certain registered professional nurses and licensed practical nurses who hold a valid license to practice professional or practical nursing in a territory of the United States and have actively practiced nursing in a territory of the United States for two of the preceding three years without having their license acted against by the licensing authority of any jurisdiction.
Enacts the "New York state federal worker credit protection act" to protect furloughed federal employees from negative credit information due to a shutdown, and additionally requires financial institutions to waive late fees and provide for a stay of payments for furloughed federal workers who are materially affected by a shutdown.
Prohibits the use of chemical flame retardants on residential upholstered furniture beginning July first, 2020.
Establishes the class B felony of aggravated assault upon a person less than ten years old and expands criminal use of a firearm in the first degree to include commission of certain felonies on school grounds.
Requires perishable and packaged food to be clearly marked with safety and quality dates.
Prohibits an award for attorney's fees in a matrimonial action for a party who has been convicted of any of the following offenses in this state, or convicted of an offense in another jurisdiction which, if committed in this state, would constitute one of such offenses, where the defendant and the person against whom the offense was committed were members of the same family or household as defined in subdivision one of section 530.11 of the criminal procedure law and as established pursuant to section 370.15 of the criminal procedure law: assault in the third degree; menacing in the third degree; menacing in the second degree; criminal obstruction of breathing or blood circulation; unlawful imprisonment in the second degree; coercion in the third degree; criminal tampering in the third degree; criminal contempt in the second degree; harassment in the first degree; aggravated harassment in the second degree; criminal trespass in the third degree; criminal trespass in the second degree; arson in the fifth degree; or attempt to commit any of the above-listed offenses.
