Relates to the imposition of penalties and remedies in suits brought for the vindication of civil rights or human rights.

Requires hospitals to provide medically supervised detoxification services to all patients requiring such services; provides, that if the hospital is at ninety percent capacity or greater, such hospital shall connect the patient to an alternative facility within such patient's network to access such medically supervised detoxification services without any increased risk to the health or life of the patient.
Eliminates provisions exempting employees with disabilities from the minimum wage law; provides that laws or minimum wage orders that authorize an employer to pay a wage that is less than the minimum wage are valid provided that under such laws or orders an employee with a disability is paid the same wage as an employee in a comparable position that does not have a disability.
Prohibits landlords, lessors, sub-lessors and grantors from demanding brokers' fees from a tenant.
Increases the term of office of an election commissioner from two to four years beginning January first of each odd numbered year.
