Requires general hospitals to develop and implement policies that assure equitable and consistent access to outpatient services as part of their community service plans.
Relates to the funding of certain CUNY programs by the state including the city university of New York's accelerated study in associate program (ASAP) and the accelerate, complete, engage (ACE) program; state shall pay until both programs are fully funded.
Enacts the healthy bodega fund act which relates to the statewide carryout bag reduction fee that shall be imposed at a rate of five cents on any plastic carryout bag or paper carryout bag; creates a healthy bodega program fund that will receive two cents for every bag reduction fee of five cents.
