Requires all school districts to have a licensed physical education teacher.

Requires agencies which employ 100 or more employees to employ a competitive class affirmative action officer or administrator.
Extends paid family leave benefits to employees who perform construction, demolition, reconstruction, excavation, rehabilitation, repairs, renovations, alterations, or improvements for multiple employers pursuant to a collective bargaining agreement who shall be eligible for family leave benefits if they were employed for at least twenty-six of the last thirty-nine weeks by any covered employer which is signatory to a collective bargaining agreement.
Prohibits members of the state police, police officers, and peace officers from intentionally covering their badges.
Allows credit unions, savings banks, savings and loan associations and federal savings associations to accept and secure deposits from municipal corporations.
Relates to the definition of income for the purposes of the private housing finance law.
Imposes civil penalties for the improper disposition of a firearm.
Establishes the "New York public banking act"; authorizes municipal and other local government to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Requires the commissioner of education to produce an annual report regarding state workforce projections and education credential production; and provides for the repeal of such provisions.
