Makes various provisions regulating equitable siting of environmental facilities; requires environmental impact statements to state whether the siting of a facility will cause or increase a disproportionate burden on disadvantaged communities.

Establishes the clean fuel standard of 2022; provides such standard is intended to reduce carbon intensity from the on-road transportation sector by 20% by 2030, with further reductions to be implemented based upon advances in technology.
Establishes an excluded worker unemployment program and an excluded worker unemployment program fund to provide wage replacement to workers that do not qualify for unemployment insurance or other worker wage assistance programs and who have lost a major source of income due to lost work.
Authorizes minors to operate temporary businesses operating for less than thirty days and generating less than five thousand dollars in profit per calendar year without certain licenses or permits; permits local government or law enforcement to require such temporary business to move if the location is determined to pose a substantial risk to health and safety.
