Increases the tax exemption for pensions and annuities for persons age fifty-nine and one-half or greater from $20,000 to $25,000 in 2018, $30,000 in 2019, $35,000 in 2020 and $40,000 for each subsequent year.

Relates to affordable housing corporation grants by increasing the amount that can be granted to a high cost project.
Provides that if the person or business providing the notification was the source of the breach, an offer to provide appropriate identity theft prevention and mitigation services, shall be provided at no cost to the affected person for not less than 12 months, along with all information necessary to take advantage of the offer to any person whose information was or may have been breached if the breach exposed or may have exposed personal information.
Relates to requiring the board of regents to obtain legislative approval of any rule or regulation containing an unfunded mandate.
Provides for a moratorium on standardized testing of students with IEPs; authorizes the creation of a task force to develop a new evaluation system for such students, and a corresponding method for providing their teachers with their annual professional performance reviews.
