Requires the smart schools review board to meet at minimum once every three months and to further announce the date for a subsequent meeting.
Enacts the "E-Let's Expand Access to Remote Now (E-LEARN) Act" to ensure all children have access to the delivery of technology through high-quality broadband internet connectivity in support of the constitutional education obligations of the state; imposes assessments on telecommunications providers; creates a state fund to accomplish objectives.
Replaces certain instances of the words handicapping conditions with disabilities in relation to children with such disabilities.
Prohibits the provision of licenses for firearms to persons on the federal no-fly list or terrorist screening database; authorizes firearms licenses of persons on the federal no-fly list or terrorist screening database to be suspended or revoked; requires the superintendent of state police to search the federal no-fly list or terrorist screening database each year and report findings to appropriate enforcement agencies in order to suspend or revoke appropriate licenses.
Prohibits wind turbines from being located within 1500 feet of certain structures or areas.
Requires parental appeal of placement and educational program to be provided to a child with a handicapping condition in a school district in a city having a population of one million or more to be determined within the time limit established by federal law; requires continued implementation of a unilateral parental placement, once such a placement has been judged to be appropriate.
Relates to insurance reserve funds; establishes that such reserve funds shall not exceed twenty percent of prior year actual expenditures for accident and health insurance.
Directs the commissioner of education to establish a New York state model wellness policy which is in compliance with the local wellness policies required by the federal healthy, hunger-free kids act of 2010.
Prohibits residential and commercial properties from operating digital billboards or signs that use flashing, intermittent or moving lights near residential property.
Grants access to a certified copy of the birth certificate of an adopted person without requiring judicial review; requires such birth certificate to state that the certificate is a certified copy of a sealed record and is not valid for identification with the adoption facts recited.
