Enacts the "personal motor vehicle sharing act"

Enacts the "personal motor vehicle sharing act", to establish insurance requirements for and limitations on programs providing for the sharing of private passenger motor vehicles.

Establishes registry systems for medical orders for life-sustaining treatment (MOLST) and health care proxies

Provides for the establishment of a registry system for medical orders for life-sustaining treatment (MOLST) and provides for use of such forms as an alternative to a nonhospital order not to resuscitate; and establishes a health care proxy registry within the department of health to maintain the health care proxies of persons electing to submit proxies to such registry and to provide access thereto by attending health care providers and the principal of the health care proxy.

Provides for the inclusion, at a voter's option, of an e-mail address in the voter registration application and record for notices to be sent thus and by U.S.P.S.

Provides for the inclusion, at a voter's option, of an e-mail address in the voter registration application and record, whereupon notices and other communication required to be sent to the voter by the state board of elections shall be sent by e-mail in addition to postal mail; provides that county boards of elections and the board of elections of the city of New York shall have the option of sending required notices and communications by e-mail in addition to postal mail to certain voters.

Relates to defining certain terms regarding the use of medical marihuana

Provides that medical marihuana made be used for a condition, or symptom or complication of the condition or its treatment, for which, in the practitioner's professional opinion and review of past treatments, the patient is likely to receive therapeutic or palliative benefit from primary or adjunctive treatment.
