Prohibits forensic child custody evaluators who have been terminated for cause from appearing as an expert witness in family court custody and visitation proceedings.

Requires the department of health to publish certain reports on the department's website detailing sales of opioids sold in the state; requires the department of health to compile and publish on its website all reports submitted to the department detailing all opioids sold by a registrant in the state of New York including the initial report with transaction information from July 1, 2019 through December 31, 2019 and each annual report thereafter within ninety days.
Creates the New York electronic communications privacy act relating to the search and seizure of electronic devices and electronic communications; prohibits law enforcement from compelling the production of or access to electronic device information from any person or entity other than the authorized possessor of the device without a warrant.
Increases the monetary thresholds for the crimes of grand larceny, theft of services, and securities fraud.
Relates to claim settlement practices when an insurer refuses to pay or is delaying payment of a settlement; provides a policyholder a private right of action against such insurer doing business in the state who has refused or delayed payment of an insurance claim.
Prohibits certain practices regarding collection and enforcement of student debt.
Permits state employees to be excused from work without loss of compensation for up to four hours to donate blood; permits supervisor to require proof of such donation.

Requires the commissioner of health to publish certain information relating to home care services usage on the department's website on a quarterly basis.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an aggrieved employee, whistleblower or representative organization to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
