Establishes the office of organized retail theft within the department of law to receive and investigate complaints from any source, or upon its own initiative, of allegations involving the use and role of organized retail theft.

Prohibits certain regulations of the state division of housing and community renewal, for cities having a population of less than one million and towns and villages, from permitting an owner to refuse to renew a lease on grounds that the housing accommodation is sought for personal use or occupancy (i.e. use or occupancy by the owner or the owner's immediate family); repeals provisions which permit evictions for personal use and occupancy.
Relates to claim settlement practices when an insurer refuses to pay or is delaying payment of a settlement; provides a policyholder a private right of action against such insurer doing business in the state who has refused or delayed payment of an insurance claim.
Allows pharmacies to store medication in automated dispensing machines if a contractual agreement is in place with a nursing home or healthcare facility at such facility for the residents.
Makes tuition free for New York state residents at SUNY and CUNY schools and community colleges; requires state residency and employment for a period of five years after completion of academic program.
Restores medical futility as a basis for DNR.
Requires merchants to accept cash as payment for goods and services; permits the superintendent of financial services to provide exemptions based on certain criteria.

Enacts the "sunshine in litigation act" regarding protective orders.
