Authorizes the city of New York to establish and maintain an electronic voter registration transmittal system for New York city residents.

Authorizes the superintendent of financial services to oversee and regulate car dealer transactions with consumers; requires motor vehicle retail installment contracts to include an itemized listing of all costs related to the purchase of a motor vehicle and disclosure of the prohibition of conditional delivery; requires motor vehicle dealers to provide credit applicants with copies of all credit application documents; prohibits the conditional delivery of a motor vehicle.
Creates a tax credit for employment of persons on probation or parole.

Relates to requiring the Department of Homeless Services to notify the affected community board prior to locating transitional housing for the homeless; requires written notification sixty days before the department enters into a contractual arrangement with a transitional housing provider or otherwise finalizes its decision to use or expand a location as transitional housing.
Relates to requiring third party oversight over the state's contracting agency's procurement procedure specific to the use of minority- and women-owned businesses.
Relates to increasing the pay and allowances of members of the militia.
Requires state agencies to provide labor organizations with certified payroll records of the contractors hired to perform public work by such agency.
