Establishes a maternal mortality review board for the purpose of reviewing maternal deaths and severe maternal morbidity; the board shall review factors leading to death and preventability and develop strategies for reducing the risk of maternal mortality.
Establishes that no corporation shall have a membership comprised of fewer than three persons, or if the sole member, a corporation, joint-stock association, unincorporated association and partnership owned or controlled by fewer than three persons.
Establishes a schedule VI of drugs and other substances; includes gabapentin as a drug to be monitored through the prescription monitoring program; makes conforming changes; and directs the commissioner of health to promulgate regulations necessary or desirable to classify gabapentin and its chemical equivalents as a scheduled substance for the purposes of article 33 of the public health law.
Enacts the "legislative online digital paperwork reduction act"; makes certain legislative reports, digests and records available on the senate and assembly websites.
Relates to inmate wages; provides that inmates shall be compensated at a base rate of $1.20 to $10 per day and shall be given biannual raises for adequate performance; and provides that inmates not participating in a work or program assignment due to age or frailty shall be paid $1.00 per day, adjusted every 5 years for cost of living.
Prohibits discrimination based on genetic information; defines "genetic information" as information about an individual's genetic tests or genetic tests of family members of the individual, or the manifestation of a disease or disorder in family members of the individual.
Establishes a pilot project for placement of inmates close to home; provides that such project would house inmates who are parents of minor children in the correctional facility located in closest proximity to the primary place of residence of any such inmate's minor child or children.
Establishes a commission to be known as the "New York State Temporary Commission on the Threat of Rising Oceans".
