Establishes a course of instruction and learning expectations on climate education in all public pre-kindergarten, elementary and secondary schools which shall include various principles and concepts including environmental justice.
Ensures the safe and efficient delivery of materials for the timely construction of major renewable energy facilities in furtherance of the goals mandated by the New York state climate leadership and community protection act; provides that vehicles carrying materials intended for the construction of any major renewable energy facility, including oversize and superload transport vehicles, shall be permitted to travel on the thruway and state highways, on any day of the week, including Saturday and Sunday.
Relates to granting certain individuals youthful offender status; adds a new category of individuals eligible for young adult offender status; provides for process and sentencing requirements related to such statuses.
Establishes sales tax exemptions for residential and commercial energy storage systems equipment.
Relates to accessibility requirements in certain procurement contracts; requires contracts that include information and communication technologies (ICTs) are accessible to people with disabilities; requires that the ability of a prospective contractor to meet such requirement be considered in making the contract award.
Caps the amount of taxes a senior has to pay on his or her real property at the amount such individual paid in the year in which he or she turned 65; provides that the individual claiming the limitation must be the owner of the property and must reside in the property for at least seventy-five percent of the year.
Increases penalties for defaced or obstructed license plates; requires a one year suspension.
Lowers the blood alcohol concentration required for driving while intoxicated from .08 of one per centum to .05, and for aggravated driving while intoxicated from .18 per centum to .12.
Allows for Genesis Villella to qualify for and receive certain spousal accidental death benefits; splits such benefit equally between Genesis Villella and dependents Deliliah Vega and Peter Vega for the rest of such dependents' lifetimes, once the youngest dependent reaches the age of twenty-five.
