Establishes a court-appointed special advocates program to aid family court efforts to promote the health, safety and well-being of children; provides aid to non-profit programs which provide assistance to family courts.
Requires wireless telephone companies that offer shared or family plans to allow victims of domestic violence to be released from the account without penalty in instances of domestic violence.
Requires a system for notifying customers of bed bug infestations on MTA subway trains and buses, within 24 hours of discovering such infestation.
Requires providers of services for the developmentally disabled to perform certain duties relating to the use of surveillance cameras in all public common areas in residential facilities.
Prohibits fees for security freezes by consumer credit reporting agencies in the case of a breach of information; prohibits fees for subsequent removal or temporary lift of a security freeze, requires a consumer credit reporting agency which has suffered a breach to provide free identity theft protection services.
Requires applicants for registration of hybrid vehicles to submit proof of the make, model and model year of the motor vehicle for which registration is being applied, to the commissioner; establishes that after such proof is submitted, certificates of registration shall display the markings "qualified hybrid vehicle" and such vehicle's US EPA highway fuel economy rating of 45 mpg or more.
Mandates the establishment of a standard uniform human-trafficking recognition training program and requires employees of hotel and gaming facilities to undergo such program.
Relates to health care and wellness education and outreach programs for preventing sudden cardiac arrest among student athletes including recommending evidenced-based best practices for health certificates required pursuant to the education law, screening exams required for participation in interscholastic athletics, and information for students and their parents and guardians regarding sudden cardiac arrest.
Relates to the duty to report incidents to 911 and the county district attorney's office.
Provides that the commissioner of environmental conservation shall place and operate certain air quality monitoring systems in proximity to NY city waste transfer stations.
