Establishes the first chance trust fund which provides scholarships and grants to individuals residing in those regions of the state which have statistically higher high school dropout rates or incarceration rates as determined by the division of criminal justice services.

Requires that every publisher of a magazine sold by subscription shall disclose by a notice on the billing statement or billing invoice of each magazine mailed pursuant to subscription, a customer service telephone number; such notice shall be printed or written in a clear and conspicuous form.
Provides that arbitration awards in consumer and employment disputes, where the arbitration is conducted pursuant to a contract, shall include all issues in dispute and the arbitrator's findings of fact and conclusions of law.
