Relates to the prosecution of certain offenses when a reprieve, pardon or other form of clemency for such offense has been granted.

Requires all motor vehicle insurers to file annual detailed financial and claim data statements with the superintendent of financial services; provides all such statements shall be made available to the public.
Requires that advertisements which include a discount or rebate in the advertised price also include the actual selling price prior to any deductions in the same font and size.
