Relates to directing the chancellor of the New York city school district to establish a student fare program

Directs the chancellor of the New York city school district to establish, in consultation with the metropolitan transportation authority, a student fare program to provide three free fares each weekday to New York city students who live a half mile or more from the school they attend.

Authorizes the commissioner of education to conduct a survey regarding instruction on the Holocaust within the state; provides a report shall be delivered which includes detailed results of the survey, the extent the survey data submitted was compliant with section eight hundred one of the education law, and if needed, recommendations to strengthen provisions of law if not compliant.

Relates to recounts of ballots conducted by the board of elections or a bipartisan committee appointed by the board

Provides that recounts of ballots conducted by the board of elections or a bipartisan committee appointed by the board can be either done manually or via the use of any automated tool authorized for such use by the board of elections, which is independent from the voting system it is being used to recount, of all ballots for a particular contest where the margin of victory is less than or equal to 0.5% but greater than 0.25%; allows for losing candidates to deny a recount before any recount is conducted.

Requires the emergency response plan of an electric corporation or the Long Island power authority to include plans for how the communication and coordination of efforts shall occur between the various parties involved in implementing such emergency response plan.
