Repeals provisions granting real property tax exemption to certain entities.
Enacts the "all-electric building act"; provides that the state energy conservation construction code shall prohibit infrastructure, building systems, or equipment used for the combustion of fossil fuels in new construction statewide no later than December 31, 2023 if the building is less than seven stories and July 1, 2027 if the building is seven stories or more.
Prohibits the operation of establishments where animals and/or fowls are slaughtered or butchered for food; establishes a task force on public health risks and animal welfare concerns of slaughterhouses.
Relates to the investment of funds wagered on video lottery gaming for certain horse races.
Directs municipalities to create a program for bystander reporting of stolen, false or fraudulent license plates.
Enacts the "New York city teleworking expansion act"; provides that each agency shall establish a policy and program to allow employees to perform all or a portion of their duties through teleworking to the maximum extent possible without diminished employee performance; defines the term "telework" to mean to perform normal and regular work functions on a workday that ordinarily would be performed at the agency's principal location at a different location, thereby eliminating or substantially reducing the physical commute to and from such agency's principal location.
Relates to sales and compensating use taxes imposed with respect to vessels.
Relates to furnishing money or entertainment to induce attendance at polls.
Relates to investment management services to a partnership or other entity.
Relates to the imposition of sales and compensating use taxes with respect to certain aircraft; repeals provisions relating to the exemption from sales and compensating use taxes of general aviation aircraft, and machinery or equipment to be installed on such aircraft.
