Enacts "Destini Smothers' law"; requires collaboration between law enforcement agencies in missing persons investigations; provides support for relatives of such missing persons.

Enacts the water bill fairness act; authorizes local water and sewerage authorities to charge fees for surface runoff.
Authorizes minors to consent to medical, dental, health, mental health or hospital services if they comprehend the need for, the nature of, and the reasonably foreseeable risks and benefits involved, as well as any alternatives thereto.
Exempts health care professionals from preauthorization requirements where the insurer or health care plan has approved not less than ninety percent of such professional's preauthorization requests in the preceding six-month evaluation period.
Provides that transportation management brokers contracted with the department of health shall not have responsibility for services provided to enrollees of medicaid managed long term care plans or a Program of All-Inclusive Care for the Elderly (PACE).
Establishes a uniform ambulance assessment fee on the annual revenues of certain ambulance services to be expended for increasing medical assistance payment rates for ambulance services.
Relates to certain notice requirements; prohibits landlords from including incorrect information relating to rent decontrol in certain leases and renewals thereof; requires the standardization of certain notices pertaining to units subject to the Affordable New York Housing Program.
Prohibits the public health and health planning council and the commissioner of health from approving the establishment, incorporation, construction, or increase in capacity of for-profit nursing homes.
Relates to the use of psychotropic medications in nursing homes and adult care facilities; imposes limits as to time and documentation; requires informed consent under certain circumstances.
