Establishes the low carbon fuel standard of 2019; such standard is intended to reduce carbon intensity from the on-road transportation sector by 20% by 2030, with further reductions to be implemented based upon advances in technology.
Establishes in the city of New York a bicycle lane safety program to enforce certain restrictions on the use of protected bicycle lanes by means of bicycle lane photo devices.
Excludes video camera recordings from cameras worn or used by police from being included as personnel records; makes certain records available to independent review boards investigating allegations of police or law enforcement misconduct.
