Directs the commissioner of education to develop a notice and consent form to be provided to students and parents by colleges and universities in the state upon acceptance of prospective students to college or university, authorizing permission to contact the parents or guardians of students identified as potentially at-risk for suicide.
Requires SUNY to offer abortion by medication techniques at all on-campus student health centers at colleges or universities within the SUNY system and creates a fund to help finance the implementation of offering such services at SUNY on-campus student health centers.
Relates to surcharges assessed for the late filing of rent registration statements; provides that a late filing surcharge shall be one hundred dollars; provides that if the state division of housing and community renewal determines such late registration was willful the surcharge shall be one thousand dollars.
Directs the commissioner of education to promulgate rules and regulations to require licensed private career schools that utilize state public funding with regard to student tuition or other student expenses, to provide their staff with wages and benefits substantially equivalent with the wages and benefits for staff in public higher education institutions in the state.
Establishes the office of student assistance and relief, which aids postsecondary education students and prospective students in advancing and promoting their rights, and also is available to help obtain relief for students who attend an institution which is closing.
Authorizes the attorney general to bring an action to enjoin unlawful unfair practices of proprietary institutions of higher education; defines unlawful unfair acts or practices.
Expands the definition of an action involving public petition and participation, adds the public to the definition of public applicant or permittee and includes a definition of the public, and removes knowledge of falsity as an element to be proven by clear and convincing evidence.

Relates to the time frame for tenant responses to applications for a major capital improvement rent increase; allows tenants to respond within 60 days from the date of mailing of a notice of such application; requires the state division of housing and community renewal to provide such notice by mail or, at a tenant's request, by electronic mail.
