Creates a pedestrian safety rating system for motor vehicles which shall be posted on the department of motor vehicles' website.

Relates to surcharges assessed for the late filing of rent registration statements; provides that a late filing surcharge shall be one hundred dollars; provides that if the state division of housing and community renewal determines such late registration was willful the surcharge shall be one thousand dollars.
Requires all health care practitioners who treat a child to provide the parent of such child with evidence-based information about certain immunizations, such information to be provided by the commissioner of health.
Requires the department of agriculture and markets to issue code red and blue alerts for companion animals during extreme weather; requires owners of companion animals to bring their animals indoors whenever a code red or blue alert has been issued.
Directs the commissioner of education to promulgate rules and regulations to require licensed private career schools that utilize state public funding with regard to student tuition or other student expenses, to provide their staff with wages and benefits substantially equivalent with the wages and benefits for staff in public higher education institutions in the state.
Relates to providing voice communication service to incarcerated people in local correctional facilities at no cost; requires agencies charged with the operation and management of local correctional facilities and juvenile detention facilities to provide persons in their custody with voice communication service at a minimum of 90 minutes per day.
Relates to restricting election day duties of board of elections employees in the city of New York running for elected party positions; provides that no board of elections employee in the city of New York shall engage in any election day operations or management within any assembly district in which he or she is also a candidate for an elected party position.
Includes medical services, student loans, auto loans and retail installment contracts in the definition of "consumer credit transaction".
Provides that no person shall manufacture, sell or expose for sale any product which shall be termed as a dietary supplement or nutritional supplement without branding or labeling such product with a statement that the product has or has not been tested by the United States food and drug administration; provides that the commissioner of agriculture and markets shall promulgate rules and regulations defining the terms dietary supplement and nutritional supplement.
Requires at least one electric charging station available to the public for every one hundred fifty thousand New York state residents; requires construction and development of such stations to comply with article 8 of the labor law including payment of the prevailing wage.
