Establishes the independent developmental disability ombudsman program for the purpose of assisting individuals with developmental disabilities to ensure their access to services and preservation of their rights.
Relates to limited scope appearances; provides that an attorney may appear on behalf of a party in a civil action or proceeding for limited purposes.
Requires degree-granting institutions of higher education to make certain annual disclosures and to conspicuously publish the report on the website of such institution and submit the website address of such report to the department.
Requires the counting of an affidavit ballot of an eligible voter if such voter appeared at a polling place in the correct county but in the incorrect election district; provides that such vote shall not be cast and canvassed for such contests for which the person was not entitled to vote at such election.
Prohibits the sale or offer for sale of any cosmetic product or personal care product containing PFAS substances.
Establishes a task force on missing women and girls who are black, indigenous and people of color (BIPOC) to develop policy changes that will work to address the lack of care and concern for missing and murdered BIPOC women and girls with New York state governmental agencies.
Relates to the transparency and quality of care of operators of adult care facilities; requires certain applicants for adult care facilities to provide an opportunity for public comment on the application.
Requires cities with a population of one million or more to establish and implement a plan for the control of litter; requires the development of signage for areas without trash receptacles reminding individuals to take their trash with them when leaving.
Prohibits the use of gas-powered leaf and lawn blowers between May 1st and September 30th.
Relates to authorizing the payment of costs, up to eighty dollars, of diapers for an eligible child two years of age or younger for children receiving safety net assistance.
